We have the following bug reported to the Debian package of
Dist-Zilla-Plugin-RequiresExternal, c.f.
https://bugs.debian.org/982485

It doesn't seem to be a bug in the packaging, so you may want to take

This package fails to build from source in current sid, and presumably
on testing too.

This is also visible on the autopkgtest check on ci.debian.net:

It looks like this broke with libtest-output-perl 1.032-1: reverting to
1.031-1 locally makes it go away for me.

This was probably a bug in Test-Output which is supposed to be fixed in 1.033.
Maybe adjusting the required version makes sense …
