Update repository and bugtracker URLs in dist.ini (or equivalent build config) to reference https://forgejo.phoenixtrap.com/mjg/Tie-Handle-Filter. Cut a new CPAN release to publish the updated metadata to MetaCPAN.

Note: the GitHub push mirror means existing MetaCPAN links continue resolving during the transition — this can be done gradually alongside regular maintenance releases.
